The annual SCAN Health Virtual Business Case Competition is a virtual, international competition in partnership with HIMSS and proudly hosted by the Odette School of Business at the University of Windsor in Canada for undergraduate and graduate students from business schools. The competition provides students from around the world an opportunity to showcase their knowledge, skills and innovative solutions to advance supply chain and logistics in the health sector.
SCAN Health Virtual Business Case Competition Rules
The SCAN Health Virtual Business Case Competition is open to all university undergraduate and graduate students enrolled in the 2020/2021 academic school year, globally.
A team of maximum four members can participate in the competition. Each team is encouraged to have a Faculty lead from their home school and a health system leader or expert to support the team’s success.
One registration per team is required on the SCAN Health Virtual Business Case Competition platform www.SCANHealth.ca/scan-main/virtual-case-competition
A student cannot participate in two teams.
All team members must be confirmed before submitting team solutions for Round 1.
There are two rounds for the competition, winning teams will be contacted directly via email and will be announced on the competition website.
Competition prizes are as follows: Winner: $4,000 CAD; First Runner-up: $2,500 CAD; Second Runner-up: $1,000 CAD; Teams will gain international expert input on solutions from the judging panel; Winners will present at HIMSS21 Global Health Conference and Exhibition in Las Vegas. HIMSS21 offers exceptional education, world-class speakers, cutting-edge products and powerful networking.
Competitors are allowed to use external information such as the use of available information on the internet regarding the case to ensure submitting a robust strategy.
In Round 1, competitors will demonstrate their understanding of the case and will be evaluated based on the demonstration of their understanding, a comprehensive analysis of the challenges presented in the case, the development of three ideas to address the strategic challenge identified in the case and an analysis of effective outcome measures to evaluate the proposed solution.
In Round 2, short-listed competitors will develop a more comprehensive recommendation and strategic action plan, including an implementation plan, evaluation of alternatives and scalability of the team’s solution.
In both rounds, competitors will be evaluated on their written communication and presentation skills.
Using the online SCAN Health Virtual Business Case Competition platform, in Round 1 teams are required to submit a one-page Executive Summary (max. 500 words, references not included, appendices not permitted) and a PowerPoint presentation (max. 20 Slides) outlining the team’s case analysis based on the evaluation criteria. In Round 2, teams are required to submit a two-page Solution Overview (max. 1,000 words, references not included, 3 appendices permitted if applicable), a video presentation (max. 10 minutes) on the team's proposed strategy addressing the evaluation criteria and an accompanying PowerPoint presentation (max. 20 Slides).
When submitting video presentations, competitors are not permitted to mention their school name or make any reference to their school to avoid possible biases during judging. During their presentation, competitors may introduce themselves and their teammate(s) by their names only.
Any reference to a team’s school name may result in a disqualification from the competition.
Competitors are required to submit original PowerPoint content and template only. Any evidence of the use of other templates from proprietor organizations (i.e. consulting) may result in a disqualification. Academic honesty is expected of all competitors. Competitors are expected to behave in a manner that ensures their work is judged accurately and fairly. Plagiarism, unauthorized collusion, or cheating in any form may result in a disqualification from the competition.
The judges’ decision is final. Upon request, participants will be provided their ranking and number of teams.
Late entries may be disqualified.
STANDARD COMPETITION TERMS AND CONDITIONS
1. COMPETITION RULES AND TERMS
The Competition is presented and managed by the Supply Chain Advancement Network in Health (www.SCAN Health.ca). Business Case Competitions are one of five knowledge exchange and dissemination initiatives designed to advance and accelerate the transformation of supply chain and logistics disseminated across global health systems. The SCAN Health business case competition is designed to build leadership capacity and expertise among global business schools, by engaging and supporting the next generation of leaders (i.e., business students) to transform health sector supply chain infrastructure to advance health system performance, financial sustainability and safety.
The SCAN health Business Case Competition will be launched annually. Each Competition is governed both by (i) the Competition Rules (“Rules”) published in connection with the Competition and (ii) these Standard Competition Terms and Conditions (“Terms”). All reference to Rules means the relevant Rules for a specific Competition or to Rules generally, as the context requires.
By participating in a Competition, you are an entrant and agree to be bound by the governing Rules and these Terms (“you” or “Entrant” or “Participant”).
By entering this Competition, you agree that SCAN Health may send you communications about the Competition, which may include information such as Competition related messages, updates, reminders and news.
Eligibility criteria are established in the Rules. Participation requires logging onto the SCAN Health Virtual Business Case Competition Platform (https://SCANHealth.ca/scan-main/virtual-case-competition) which is accessible to SCAN Health Network members, including industry, government, academia, health systems and interested participants.
The specific conditions of participation in the competition are established in the Rules.
The SCAN Health Virtual Business Case Competition platform is an online interactive forum that allows Entrants to access the Competition case and submit their solutions. Entrants may participate in English.
Where a Competition seeks your ideas, your contributions should be the result of your own and teams’ original ideas and innovative thinking. Academic honesty is expected of all Participants. Participants are expected to behave in a manner that ensures their work is judged accurately and fairly. Plagiarism, unauthorized collusion, or cheating in any form will result in a disqualification from the Competition.
SCAN Health reserves the right to monitor, as well as modify Entrant submission to ensure compliance with the Competition Rules.
As part of a Competition we may provide you with information that is confidential or materials that are subject to copyright; teams are prohibited from reproducing, publishing, sharing or using the information provided by SCAN Health in any way other than as set out in the Rules, Terms and Conditions of the Competition.
5. PERSONAL INFORMATION
In all other circumstances, no identifiable information that is collected will be shared with third parties at any time unless it is shared with the Entrant’s consent, or SCAN Health clearly discloses to you in advance of your participation what identifiable information may be shared. Data collected through this Competition may be processed and stored in other countries and the governments, courts or law enforcement or regulatory agencies may be able to obtain disclosure of your information under a lawful order made in that country.
6. USER CONTENT
Intellectual Property Rights
The SCAN Health Virtual Business Case Competition platform is intended to ignite and share the generation of innovative ideas and solutions for health sector supply chain and logistics. Confidential information and trade secrets should not be submitted to any Competition.
In the event that a contribution (“User Content”) submitted by an Entrant contains any intellectual property rights (“IP RIGHTS”), the Entrant retains ownership of her/his User Content IP Rights, subject to the relevant laws and the license for use by SCAN Health and others granted under these Terms.
User Content is Owned by You
SCAN Health does not acquire any ownership rights to your User Content.
To operate, market, promote Competitions and to progress supply chain innovation and transformation, SCAN Health requires the right to make such use of User Content (and any IP Rights thereof) in accordance with and subject to these Terms. Therefore, by contributing User Content to the Competition, or creating it on the Competition Platform website, when applicable, Entrant automatically grants to SCAN Health an irrevocable and perpetual, non-exclusive, transferrable, fully paid, royalty free, worldwide license, for SCAN Health to use, copy, reformat, distribute, publicly perform, publicly display, print, publish, republish, translate in whole or in part, the User Content in any form of media or expression for the purpose of administering this Competition or marketing or promoting any Challenge. SCAN Health will acknowledge User Content ownership in distribution of all materials according to academic integrity rules.
Aggregate Anonymized Data
Notwithstanding the foregoing, you agree that SCAN Health will have the right to generate anonymous statistical and usage data related to the Competition service and user demographics (“Aggregate Anonymous Data”). You agree that Aggregate Anonymous Data is owned by SCAN Health, which SCAN Health may use for any service improvement or business purpose during or after the term of this Agreement. SCAN Health will not distribute Aggregate Anonymous Data in a manner that personally identifies you or its website visitors.
For statistical accuracy purposes, SCAN Health will not publish anonymized aggregated data where the cohort/group of interest has fewer than 15 respondents. For respondent confidentiality purposes, SCAN Health will not publish aggregate data where the cell size is less than 5, or other number which could result in the disclosure of identifiable personal information.
The Rules will establish any awards, and process for the determination of awards.
Prior to receiving an award, an Entrant may be required to sign a standard release and indemnity form confirming compliance with the Rules and Terms, and releasing SCAN Health and its directors, affiliates, representatives, advertising and promotional agencies from any and all liability arising from their participation in the Competition or out of, pursuant to, or as a result of the carrying out of the Competition.
Failure to comply with the Rules or Terms, or to sign and return any required release and indemnity form on a timely basis may result disqualification and forfeiture of the award and SCAN Health may distribute the award to another Entrant, at its sole discretion.
You also agree that SCAN Health may use your name, Province or city, photograph (such as your profile photo or another photo that you supply), videos, voice and/or other likeness for news, trade and promotional purposes in any media now known or hereafter discovered, worldwide, in perpetuity, without compensation, notification or permission. SCAN Health reserves the right to use any information related to the Competition, including submissions provided by Entrants, for editorial, marketing and any other purpose, unless prohibited by law.
9. LIMITATION OF LIABILITY
By participating in the Competition, you agree, to the maximum extent permitted by applicable laws to release, indemnify and hold SCAN Health and its affiliates, subsidiaries, officers, directors, agents, representatives and employees (collectively, “Released Parties”), harmless from any and all liability whatsoever for any injuries, losses or damages of any kind arising from participation in or in connection with the Competition, including, without limitation: (i) awarding, acceptance, receipt, possession, use and/or misuse of the Award herein; or (ii) participation in any Competition related activities and travel of any kind. The above limitation of liability shall not apply to death or bodily injury caused as a result of SCAN Health’s negligence.
Released Parties assume no responsibility for delayed or misdirected entries or for any failure of any website, for any problems or technical malfunction of any computer online systems, servers, access providers, computer equipment, software, failure of any e–mail or online entry (including Contributions or Improvements) to be received by SCAN Health on account of technical problems or traffic congestion on the Internet or at any website, or any combination thereof, including any injury or damage to an entrant’s or any other person’s computer, mobile device or other electronic device related to or resulting from this Competition.
10. GENERAL CONDITIONS
You agree, by participating, to be bound by the terms of the Rules and Terms and the decisions SCAN Health, in connection with Competition matters are final and binding, without right of appeal.
SCAN Health, in its sole discretion, reserves the right to disqualify any person it finds (i) not eligible to participate in the Competition, (ii) to be in violation of the Rules or Terms, or (iii) tampering with or otherwise abusing any aspect of the Competition.
SCAN Health reserves the right to reschedule, change relevant dates, cancel or modify this on-line challenge for any reason, including in the event of technical corruption due to virus or other technical problems.
SCAN Health reserves the right, in its sole and absolute discretion, and without prior notice, to adjust any of the dates and/or timeframes stipulated in the Rules or the Terms, to the extent necessary, for purposes of administering the Competition, including verifying compliance by any entrant or entry with the Rules and Terms.
In the event a Competition is compromised by a virus, non–authorized human intervention, tampering or other causes beyond the reasonable control of SCAN Health which corrupts or impairs the administration, security, fairness or proper operation of the Competition, SCAN Health reserves the right in its sole discretion to suspend, modify or terminate the Competition or modify the Rules or Terms. In such an event, SCAN Health may post a notice on the SCAN Health Virtual Business Case Competition website or send an email alert.
The Competition is intended to provide a learning experience for the students that will encourage healthy competition, professionalism and interaction by our future business leaders, both amongst themselves and with our business community. The Rules and Terms and Conditions are not all encompassing and situations may arise that have not been covered. It is the expectation of the Organizers that any issues or disputes will be resolved in the spirit of the Competition.
Nothing contained in these Terms shall be deemed to constitute either party a partner, joint venture or employee of the other party for any purpose.
The failure to exercise any right provided in these Terms or the Rules shall not be a waiver of prior or subsequent rights.

WHAT IS THE SCAN HEALTH VIRTUAL BUSINESS CASE COMPETITION?
he SCAN Health Virtual Business Case Competition is an invitational business case competition designed to build leadership capacity for excellence and innovation in supply chain and logistics strategies in global health systems. This international case competition will bring together the best business school teams in the world to mobilize knowledge and create solutions to advance supply chain capacity in global health systems.
Undergraduate and graduate student teams nominated by their business schools will showcase their knowledge, skills and innovative solutions to advance supply chain and logistics in a case focused on one of the leading global health systems. The competition will take place over two rounds and be delivered entirely virtually to ensure students spanning three continents and many time zones can all compete and engage.
WHO CAN PARTICIPATE?

There is a maximum of four university undergraduate and grad students per team. All team members must be from the same school. Each team is encouraged to have a faculty lead from their home school and a health system leader or expert to support the team’s success. The competition is targeted towards Business School students however team members from Health Sciences, Medicine, Nursing and Engineering programs may be included to enable multi-disciplinary collaboration to advance excellence in supply chain best practice engaging leading health systems.
CAN I PARTICIPATE ON MULTIPLE TEAMS?
A student cannot participate in more than one team.
WHY SHOULD I PARTICIPATE / WHAT ARE THE PRIZES?
Prizes are awarded in Canadian dollars. The winning team will be awarded $ 4,000, first runner-up $ 2,500 and second runner-up $ 1,000.

DO I HAVE TO TRAVEL OR PAY ANYTHING TO PARTICIPATE?
As a virtual competition, there is no travel required by teams and the competition can accommodate teams from different continents and time zones. There is no cost associated with registration or participation in the SCAN Health Virtual Business Case Competition.
HOW DO I ENTER THE COMPETITION?
Teams must register on the online SCAN Health Virtual Business Case Competition platform at www.SCANHealth.ca/scan-main/virtual-case-competition between October 7, 2020 to November 27, 2020. Only one registration per team is required and teams will share one username and password for login. Please note that Round 1 begins on November 9, 2020 so it is of advantage to register before this date to gain longer access to the business case document.

Manage Your Project:
This is a private, collaborative space for team members to add, edit and delete files. The final version of files for Round 1 and Round 2 must be the only files uploaded to this space at the deadline time. In Round 2 where a video submission is required, there is an option for teams to submit a link to their video uploaded to a third-party platform (i.e., YouTube) in cases where the file is too large for the SCAN Health Virtual Business Case Competition platform.
This is a public space for teams to interact and network with other teams competing in the competition from around the globe.

HOW IS THE COMPETITION JUDGED?
The competition’s Panel of Judges includes world-renowned academics, health system leaders, industry experts and policymakers with distinguished knowledge and expertise in global health system transformation and supply chain strategy. Their purpose is to adjudicate competition submissions with the support of the SCAN Health team to assemble submissions, provide criteria for judging and facilitate the judging panel to determine the winning submissions.

Principles and Guidelines for Adjudicators
All judges must adhere to the Principles and Guidelines for Adjudicators as set out by SCAN Health’s funders, Social Sciences and Humanities Research Council (SSHRC). The principles set out in the following sections apply to all judge adjudicators and are vital to maintaining the well-established tradition of integrity and transparency in conducting SCAN Health Virtual Business Case Competition adjudication.
Conflict of Interest and Confidentiality
All judges must review, sign and adhere to the Conflict of Interest and Confidentiality Agreement to protect the intellectual property of competing Participants.
Judges will be provided with a preliminary list of team names and organizations who have submitted a case proposal and will be asked to identify any real or potential conflict of interest with any of the proposal team members or organizations. The SCAN Health team will assign case proposals to each judge and in the event where a judge declares conflict of interest on a specific case submission, that judge will not review or have access to that case proposal with which they are in conflict. The case proposals will be distributed to the judges, each judge will submit a score based on the criteria for each assigned proposal, and a proposal’s final score will be the average scores of the judges who reviewed each proposal. Discrepancies in scores will be reviewed by the panel of judges, and with the support of the chair of the judging panel, will resolve all discrepancies by majority vote.
Disclosure and Compliance Measures
Any judge who becomes aware of a conflict of interest, both for him/herself or for another judge, during the proposal review process will promptly disclose the conflict to the SCAN Health team. The CEO of SCAN Health will determine if it constitutes a conflict of interest and what measures—such as recusal—are required. No judge may participate in the review process of a proposal with which he/she is in conflict of interest. Such disclosures and compliance measures shall be documented and retained for the record.
Managing Conflicts of Interest
SCAN Health recognizes that real, perceived or potential conflicts of interest can and do arise in the adjudication of proposals. SCAN Health’s position is that these situations must be managed in an open and transparent manner in order to maintain the community’s confidence and trust, and to ensure accountability.
While SCAN Health cannot anticipate all potential conflict of interest situations, SCAN Health staff members make every effort to avoid any conflicts of interest before assigning proposals to judges for review.
Before reviewers access their assigned proposals, they must read and agree to the Conflict of Interest and Confidentiality Agreement. It is SCAN Health’s role to advise the judges in cases where conflict of interest appears difficult to determine or falls outside the examples listed in this agreement.
Judges are responsible for identifying and declaring any conflict of interest, real or perceived, related to a proposal, and for informing SCAN Health of the conflict as soon as they become aware of it.
In adjudication meetings or teleconferences, a judge in a real or perceived conflict of interest must withdraw from the conference call during the committee’s discussion of the proposal in question. In cases where the chair of a committee withdraws because of a conflict of interest, the committee will designate an alternate chair for the review of the particular case proposal applications, as required.
SCAN Health Proposals
Information in proposals should be considered confidential and will be handled in a confidential and secure manner. In managing participant/proposal information, judges must adhere to these requirements:
All matters discussed during adjudication meetings or teleconferences are confidential. Judges must not impart, refer to, communicate or consider information about the SCAN Health Virtual Business Case Competition participants that do not appear in the proposal materials. Judges must not disclose results prior to their official release by SCAN Health. If approached by a participant concerning a decision, udges should decline to discuss the matter and advise the enquirer to contact SCAN Health directly.
Release of Results
Following SCAN Health approval of judges recommendations, it is the responsibility of SCAN Health staff to notify participants of the results of judges deliberations.

Proposed solution and strategy
A comprehensive solution is described, including:
Strategy is comprehensive, detailed, feasible and builds on existing strengths of the Canadian health system and infrastructure;
Strategy for measurement of impact of the solution is identified with key performance indicators, and measures of return on investment (ROI) and patient safety outcomes;
Strategy recognizes the importance of communication (internal and external) to support change, includes a communication and engagement strategy for hospital stakeholders.
Strategic Action Plan – plan for implementation of solution and resources required to support implementation
Evidence of a framework for analysis and design of an implementation plan is included that clearly identifies key outcomes, including:
Implementation plan – timeline, deliverables, leadership strategy, change management tools and approaches;
Plan for stakeholder engagement;
Solution offers a realistic approach to resource use;
Solution considers new and innovative technological models that can be leveraged;
Plan details how new technologies bring value to the health system’s infrastructure to strengthen patient and workforce safety;
Plan demonstrates innovative approaches to the use of technology to support the proposed strategy.
Feasibility of Implementation
Solution describes funding model and investment required.
Strategy to demonstrate ROI is clear and integrated into the solution.
Measures to capture impact and outcomes are clearly described.
Strategy considers scalability and transferability to other countries.
Realistic timeframe for implementation is described.
Evidence of best practice and creativity
Strategy identifies best and leading practices for implementation and use of empirical knowledge and evidence.
There is evidence of creative approaches and use of innovation in the proposed solution. Innovative solutions could be derived from outside the healthcare industry, and strategy for translating innovation in other sectors is evident in the proposal.
Written Communication and Presentation Skills
Solution is clearly described, video pitch is clear, concise, and focused.
Presentation of solution is professional.
There is a logical flow of ideas and analysis underpinning the solution.
Presentations are blinded, and name of the organization does not appear in the submission nor is it disclosed or alluded to in the presentation.
